Accessibility policy

Definition

The definition of web accessibility according to Tim Berners-Lee, manager of W3C and inventor of the World Wide Web, is as follows: « Making the web and its services available and accessible to everyone, regardless of their hardware, software, network infrastructure, language, culture, location, or physical or mental ability ».  

Legislation

The accessibility of public services for disabled people is a necessity under the terms of law 2005-102 of February 2005 concerning the equal rights and opportunities, participation and citizenship of disabled people. Article 47 of the above-mentioned law states that the online public communication services of the state’s departments, local authorities and related public establishments must be accessible to disabled people. This website seeks to be as accessible as possible but is not perfect and much work still remains to be done. Please feel free to send your comments and suggestions to . Standards compliance: this website is compliant with W3C standards with regard to the development of webpages. Only the main pages (home, contacts, site map, search engine, etc. and a number of content pages) have been tested. The sizes of the blocks comprising the page (menus, content, etc.) are expressed in relative units, with their scaling therefore being adapted to the content. The character sizes have been defined with proportional units, i.e. you can modify the size of the characters at your convenience by using the appropriate features built into your browser:

  • In most browsers: Ctrl + « mouse wheel » works correctly,
  • Internet Explorer: « View » menu-> « Text size » and select the size of your choice,
  • Mozilla, Firefox or Netscape: press Ctrl + + to increase the size of the text and Ctrl + -to reduce it,
  • Opera: press the + or – buttons on the keyboard, then enter the « View » menu-> « Zoom » and select the zoom level of your choice.

Direct access links: a navigation bar is shown at the top of each page. This includes the following links:

  • « Access policy »: takes you to the access policy page,
  • « Go to menu »: places the focus on the first entry in the menu,
  • « Go to content »: places the focus on the content of the main body of the page,
  • « Site map »: displays the site map.

Keyboard shortcuts have been set up to make browsing easier. These are based on the recommendations of the RGAA (please see details of the reference websites below):

  • « s »: go to content,
  • « 1 »: go to the website homepage,
  • « 3 »: go to the site map,
  • « 7 »: go to the contacts page,
  • « 0 »: go to the accessibility policy page.

The use of these keyboard shortcuts will depend on your browser and operating system:

 For Windows:

  • Google Chrome, Mozilla Firefox, Safari, Netscape: Alt + Shift, then « Keyboard shortcut »
  • Internet Explorer: Alt + « Keyboard shortcut », then Enter
  • Opera: Esc (escape) + Shift (cap), then « Keyboard shortcut »

For Macintosh:

  • Mozilla, Netscape: Ctrl + « Keyboard shortcut »
